The patch includes:

1. Russia now changes flag and regime based on the event of the shooting of the Supreme Soviet in 1993;
2. Ukraine's regime from the start has become transitional. This is preparation for the second big update;
3. Minor rebalancing of urbanisation;
4. Minor bug fixes;
