Changes:
- Every skill level gives a base of +1 in every stat, and +2 in the stats that the skill specializes in.
- Income earned from Council Members is decreased from 50 to 25 gold per Intelligence, and Treasurers decreased from 100 to 50 gold per Luck.

Fixes:
- Not being able to build on water.
- Villagers getting stuck in training dummies or on top workbenches.
