Comrades! Long time no see!

This update includes the following:
- Changed the interface of ministers, added their brief description and description of influence.
- A complete change in the mechanics of withdrawing funds from the budget.
- A thoroughly revised description of the doctrines.
- Completely remade pre-game events of 1985 and 1991.
- Added additional correlation between the doctrines of the economy.
- New names of ministries depending on doctrines.
- Important bugs were fixed.
- Small rebalance (including the environment's investment!).

This is not the last major update. The next major update will include new events, and the old ones will be redone.
