Corrected an issue with the Crossbow skill Rapid Reload that granted first strike on the second round of combat instead of the first

There is a safety quest log check for the quest Friends in High Places in case the player proceeds further into the story than originally intended. The quest should now always be added to your quest log no matter where in the quest you first take it on
