Major Adjustments

• Forum building added back to the culture sub menu (update removed it)
• Added in a new restart option to the in-game menu. This will let you restart your current scenario or sandbox session instead of having to quit out and come back in
• Scenario 11 and 12 have had their duration increased by around 6 months, this should help balance out their difficulty.

Minor Adjustments

• UI bugfixs in homepage settings page, close button now is more responsive
• Adjusted other text and UI elements.
