A few smaller fixes for LOGistICAL: USA - Nevada.


- Ignore zero length road code to not include in upgrades and to join loading bays together.
- Stop regions continuously showing end sequence for each complete business after all towns done..
- Tag completed regions on load so they won't pop again when businesses are completed
- Fix an issue that wasn't properly identifying some roads (in NV)
- Additional Dutch
- Additional Russian
- New road to attached 11 isolated businesses.
