Nofio for the Valve Index Software Release v2.4.0

Feature:

- Nofio head unit now controls power to the Valve Index HMD and will power it depending if the nofio head unit is off/on.
This saves battery usage when users forget to unplug the power cable after finishing a nofio session.
Nofio head unit will power off the Valve Index HMD when powering off, and power it on once the nofio head unit has booted.

**This build also contains firmware changes to support future planned improvements for the re-timer.
