Fix: USB devices connection fix and VHUSB server update

- The USB devices connection and reconnection from nofio device to the Valve Index has been improved.
- Fixed the re-connection error that affected the tracking devices getting started.

- VirtualHere server version update for the nofio head devices.

nofio Steam app update - v1.0.3:
- Alongside this release, the nofio app has an update for an error pop up from VirtualHere:
- Unnecessary VirtualHere error window pop up on device connections no longer occur every time it cannot use the nofio devices.
