Here is the latest version of OOTP 21, version 21.4.63.

This patch is compatible to previous versions in online leagues.

Changelist (21.4.63):
- Improved 2020 MLB & international rosters sets (need to create new game for changes to apply)
- Added new 3D animations and improved animations in general
- Adjusted AI sub logic for tired/slightly tired SP
- Fixed some issues with expansion drafts (AI players reverting to minor league contracts, AI willingness to pick expensive players)
- Fixed crash when returning from construction kit to park page
- Adjusted limit for unbalanced extension offers
- Fixed import from OOTP20 to better keep players in their former draft classes
- Fixed rare crash in year end almanac
- Fixed player stats being erased in HS/CO-only universes
- Slightly adjusted swinging-strike 3 vs called-strike 3
- Fixed rare import issue if teams have overly large draft lists
- Fixed various issues with splits and double-splits for players and teams
- PT: Added The Perfect League tab content to the Universe screen.
- PT: Added option to disable pack opening effects (confetti etc).
- Several other bug fixes & improvements
