New weather system

Today we added a new weather system. The game should be now brighter and more colorful.

We have introduced significant changes in the map of Poland and Russia. The US map will receive an update next week.

This is 1 of 2 graphics patches.

We ask you for information about the game performance(amount of FPS in the game).
